Obama's Iraq address: Afghan war looms large over speech

At what time he speaks from the Oval Office on Tuesday nighttime, Barack Obama will transport one of the hardest addresses of his government. All right, he's had hard ones previous to - on Afghanistan, health care and the BP oil spill. Other than Tuesday's language marking the end of the U.S. combat mission in Iraq confronts Obama with a topic that defies easy clarification, a policy that allows little self-congratulation and a following climate in which Iraq's place is not clear.

Present are three reasons for that lack of clearness. The first is that Iraq itself is in an open to doubt place. The Obama direction had hoped that by now a third democratically designated government would be performance in Baghdad, but five months after national elections in March, a following stalemate drags on.

Iraq may yet emerge as a comparatively American-friendly exemplar of Middle East democracy. But it's still possible that more chaos and civil war - perhaps leading to something far more sinister - lie around the corner. Obama simply can't claim closure.

Younger brothers delay girls' sex drive - scientists

Scientists at the University of Western Australia found girls with a younger brother have sex an average 14 months later than those without. Girls with both younger brothers and sisters become sexually active 23 months later.

The explanation could be that older sisters are preoccupied with looking after their younger brothers because sons require more care from their families than daughters do - a theory supported by evidence from other mammals.

Boys tend to be born later than girls, weigh more at birth, and be weaned at a later age. Other evidence suggests that girls tend to help to care for their younger siblings more than boys do.

The study also found that girls with older brothers first menstruated 11 months later than those who did not.

The study, which questioned 273 adults about the age when they had become sex active, is published in the Proceedings of the Royal Society.

Pakistani floods could further hurt unstable nation as military focuses on aid

The floods have flooded an area approximately the size of Italy, displaced 12 percent of the inhabitants and destroyed billions of dollars worth of communications and crops.

Other than with the administration admittedly overwhelmed and overseas aid only trickling in, the worst may be still to approach, as Pakistan struggles to deal with food shortages, illness outbreaks and a mass relocation of homeless families. All those factors have the possible to further undermine a nation damaged by weak governance and a vicious revolution even before the crisis.

"There are by now signs that people are restive," said Maj. Gen. Athar Abbas, an armed spokesman. "If not addressed, it could balloon and will make a security circumstances in the areas where the management has not taken care of people's needs."

White House: Blast won't derail Iraq transition

The deadly suicide bombing outside a Baghdad army headquarters won't halt Iraq's transition to democracy — or the U.S. troop withdrawal, the White House said Tuesday.

Deputy Press Secretary Bill Burton said both are "firmly on track."

U.S. troops in Iraq are scheduled to end their role in major combat operations by the end of the month. The remaining force of 50,000 is to focus on training, backup and counterterrorism.

Tuesday's blast, which killed dozens of recruits waiting to enlist, was one of the bloodiest in months. And it came as Iraqi political leaders remain deadlocked on forming a government five months after parliamentary elections.

"There obviously are still people who want to derail the advances that the Iraqi people have made toward democracy," Burton told reporters aboard President Barack Obama's plane, as Obama headed for a day of politicking in Seattle. "But they are firmly on track. And we're confident that we're moving toward the end of our combat mission."

China lead the world out of last year’s global depression with an economy that’s more than 90-times better than when leader Deng Xiaoping abandoned hard-line Communist rules in favor of free-market improvements in 1978. The country of 1.3 billion people will pass the U.S., where annual GDP is about $14 trillion, as the world’s major economy by 2027, according to Goldman Sachs Group Inc. chief economist Jim O’Neil

UN: Millions of Children in Pakistan at Risk of Disease

The United Nations news as many as 3.5 million children in flood-stricken Pakistan risk falling ill from waterborne diseases. A United Nations orator in Pakistan says children in emergency conditions are chiefly vulnerable to deadly diseases such as acute watery diarrhea and dysentery.

Pakistani establishment estimate the overwhelming floods are touching 20 million people. Of these, the United Nations says at smallest amount six million are in need of emergency life-saving help.

A spokesman for the World Health association, Paul Garwood, tells VOA hazardous waterborne diseases thrive in the kind of unsanitary, filled to capability conditions in which people are living.

"When there is surplus sum of unclean water in communities where people live, where people have imperfect access to safe, clean drinking water and have bad hygiene conditions, where perhaps there are many people living in heaving settings, the risk of the spread of water borne diseases like acute watery diarrhea increases," Garwood said.
