Somalia tops terrorism risk list, Yemen danger up

Somalia has reinstated Iraq as the state the majority at risk from terrorist attack, according to a ranking by global analyst Maplecroft, which sees threats also rising in Russia, Greece and Yemen other than falling in India and Algeria.

A statement by the consultancy about its latest Terrorism Risk directory said increased danger seen in Somalia and Yemen were cause by al Qaeda-associated violence while those in Russia stemmed from attacks by separatists from the North Caucasus.

The main change in the rankings was Greece, which enthused from 57 to 24 to become the European country the majority at risk, a trend the consultancy said was due to violent left-wing groups.

Shanghai high-rise fire kills 42

Fire engulf a high-rise apartment building beneath renovation in China's business center of Shanghai on Monday, killing 42 people and sending inhabitants scrambling down scaffolding to escape, city establishment said.

The official Xinhua news organization cited a witness proverb the fire began when building materials had wedged alight. The blaze increase to scaffolding and then to the 28-story apartment block itself, which houses a number of retire teachers, it said.

The government said more than 100 fire trucks were called to fight the blaze, and streams of water could be seen graceful into the building which was shrouded in plumes of thick black smoke. The fire was mainly put out about four hours afterward, it said. Firefighters could be seen taking bodies from the building.

Mideast press deems US proposal fragile

The media in the Middle East commented at length on the US proposal to offer Israel defense and security guarantee in return for renewing a partial freeze on the building of Jewish settlement on the West Bank.

Israeli response ranged from hopeful to sceptical. Arab commentators were flippant of the offer. The in general tone of comment was that the US proposal was no assurance of progress in the talks.

A congeals for three months is neither here nor there… The query is whether Prime Minister Netanyahu and his coalition... are prepared to sign an accord that would take Israel back to the 1967 borders... If so, we should tip our hats to them.
