News from Washington : A council bill to cancel the military's "don't ask, don't tell" policy appeared headed for overcome Tuesday, a major hinder for gay groups that saw the vote as their last possibility this year to turn over the 17-year-old ban.

Promoters had been hopeful that the Democratic-controlled White House and Congress might conquer objections to repeal of the law except for gays from serving openly in the military. The shift is not liked among Republicans, military officers and social conservative.
