Time experts deliberate whether to eliminate the leap moment

In Switzerland the future of the world's time is being debated at a conference. The suggestion to remove leap seconds will be discussed on Thursday afternoon at the Radio communication Assembly meeting in Geneva. The Earth speeds up and slows down as it spins, which means that while one revolving is one day, some existence end up being a few milliseconds longer or shorter than others.

For the former time, civil time wide-reaching would be based merely on man-made clocks and no longer tied closely to the Earth's revolution. According to the British Science Minister David Willetts, the UK position is that we should attach to the current system used all through the world. This is not the first instant that leap seconds have been brought to the time community's consideration.
