Taliban fighters will be remunerated to lay down their arms under a new system unveiled at a high-level ministerial peak on the country's future in London overnight. Foreign ministers from 70 countries heard British Prime Minister Gordon Brown set a time limit of 2011 for turning the tide in the battle against insurgents.A major plank will be an early $140 million assurance to winning back low and mid-level Taliban fighters, via jobs, tutoring and farming land.
Meanwhile Foreign Minister Stephen Smith whispered Australia was increasing its civilian funding for Afghanistan to help avert the country from being a breeding land for international terrorism. And a UN officer said members of the Taliban's leadership council had met in secret with the United Nations representative for Afghanistan to discuss the option of laying down their arms.
Mr Smith says Australia will be there contributing $25 million to the reintegration fund and $50m towards Afghan heath services and learning. "It's not just a military strategy that we need in Afghanistan, it's also a civilian rebuilding plan and a political strategy," he said.
